Briefing on Phase One of Modernization, an Update on ELMS & Upcoming Deadlines

Plans for Modernization, Phase One – January 30 Briefing

Toward the end of last year, I let you know that Elections Saskatchewan would be offering Chief Official Agents a briefing on our plans for Phase One of Modernization on Tuesday, January 30. I have further details that I wanted to share.

The meeting will take place at our head office here in Regina – 301, 3303 Hillsdale Street – beginning with lunch at around 12:30 p.m. (feel free to arrive anytime after 12 noon) on January 30. After lunch, there will be a short presentation from Elections Saskatchewan followed by some time for hands on demonstration and use of the equipment. The meeting should be finished by no later than 2:30 p.m.

If you plan to attend, please RSVP with my assistant, Joan Hayes, at [email protected] by Thursday, January 24.

Update on ELMS

You are likely familiar with ELMS, our online election return filing system, which business managers have been using to assist with campaign finance-related activities for some time now. Back in June, at our Registered Political Party meeting, we told you that we were planning to add functionality that would allow parties to complete their election expense returns online. This functionality will allow you to:

  • electronically prepare the Party Election Expense Return;
  • electronically submit the prepared return to auditors for their review;
  • allow auditors to propose changes and for Chief Official Agents to accept or reject those changes; and
  • allow Chief Official Agents to print a final copy of the return and some supporting documentation for submission to Elections Saskatchewan.

The application allows users to record expenses online with automatic calculations, totaling, along with built-in tips and reminders to assist with the completion of the return. A user guide for ELMS can be found on our website at https://www.elections.sk.ca/candidates-political-parties/forms-and-guides/.

If you would like more information on ELMS, or should you need access, please contact Aaron Thompson, Director of Finance, at [email protected] or 306.570.2134.

Upcoming Deadlines

Finally, a reminder on two upcoming deadlines:

  • Registered political party returns for the Regina Northeast by-election are due Tuesday, March 12;
  • Registered political party annual returns are due Tuesday, April 30.

Sincerely,

Dr. Michael Boda
Chief Electoral Officer
Province of Saskatchewan
