Understanding by-election voter turnout

Historically, by-election turnout in Saskatchewan has been lower than during general elections. There are a variety of potential reasons for this and it is not unique to Saskatchewan. Voter turnout as a percentage of eligible and registered voters for the March 2017 Saskatoon Meewasin by-election is provided below. For other by-elections, where Elections Saskatchewan does not have an estimate of eligible voters, turnout as a percentage of registered voters is presented.
